Update Fable.Elmish.Browser #24

Because latest Fable.Elmish.Browser pkg removes the Elmish.Browser namespace we need to change it here too.

I've also taken the opportunity to add back the helpers in non-Debug mode so we only need to open Elmish.HMR as you said :)
