Argarthan elemental pact spells tied to nat'l sites #836

Rhuax Pact/Barathrus Pact are both available for assignment to generated nations, but require site #110 (Roots of the Earth). Either they need removed, or they need replaced with a modified copy of the spell. If the latter is chosen, the question becomes how to modify it: no location requirement, cave only, [assign them to an existing capital site], or create and assign a non-unique blank capital site that serves no purpose but to allow their casting (e.g., Elemental Portal, Elemental Embassy, Temple of Elements, Summoning Circle, etc. etc. etc.).

If we went with either of the last two options listed, we could probably also reasonably add pact spells with some others of the elemental royalty as well. Not necessarily for Pale Ones, I mean. Just as options for a cap-only summoning spell for certain nations with the right paths, possibly only from certain races. Oh, and Rhaux Pact would probably make sense as an option for Abysians in any case...
