How do you develop this plugin?

Ive got IDEA and CLion set up, but mainly struggle to get IDEA to run CLion with the plugin after building. The docs on jetbrains' site are next to useless for developing anything other than a plugin for only IDEA itself. How does one get this to build for CLion, then run with it for debugging purposes? Looking at adding some features, but cant if im unable to even get it to run xD
