Essentially we will want to make it easy to create a working SPAWN on your local machine. Vagrant makes the most sense to me right now.

This assumes that you will run the interactive Drupal setup that will complete the AWS configuration. Though we could also add a one liner that allows you to populate the command with your credentials... need to iron that out.
