Create Vagrant Installer for SPAWN #7

Essentially we will want to make it easy to create a working SPAWN on your local machine. Vagrant makes the most sense to me right now.

[x] create vagrant file
[x] one liner to spin up vagrant and install spawn

This assumes that you will run the interactive Drupal setup that will complete the AWS configuration. Though we could also add a one liner that allows you to populate the command with your credentials... need to iron that out.
