This PR:

Fixes https://github.com/elong0527/r4csr/issues/106 on obsolete links due to Quarto migration.
Fixes https://github.com/elong0527/r4csr/issues/98 on MRAN due to service availability.
Fixes one more place due to Posit name change.

I also re-rendered all the decks so they use the latest rmarkdown technology.
