Explore use of Wikidata as tagging source #172

It would be nice to tag review subjects to allow tag intersection searches like "website" + "nonprofit" or "software" + "open source". These tags need to be multilingual, though, and Wikidata is probably the best source of concepts with multilingual descriptions.

Open question is whether we'd need to restrict tags to some subset. My bias is not to, and perhaps use a usage counter and some other signals to highlight tags that may seem relevant for a given subject or search.

You might also think about using https://skohub.io as it supports following tags/subjects/concepts by making them ActivityPub actors and also provides auto-suggest. This would not exclude the use Wikidata as you could generate a SKOS vocabulary for use in SkoHub from Wikidata. We do so for the spatial classification in the North Rhine-Westphalian bibliography, see the slides to a talk at WikidataCon. (The basic approach is to have a specific property to mark elements of the classification along with using P4900 for indicating the hierarchy.)
