Help positioning is still a bit glitchy #174

Most of the time, the dynamically positoned help on the review form is where it needs to be, but there are a few cases where we have glitchy positioning, possibly due to a race condition. Most easy to reproduce by changing the viewport via the device emulator in the Chromium dev tools.
