Adding support for requesting new languages.

I isn't clear how to do this at the moment, so I've added a personal email address, which is not ideal, but then an unclear process is also not ideal. It would be great to get some feedback.

Hi @ftyers, thanks for the PR! This is an odd place to put the link: it will only show up in a notice on ?useLang=xx type visits, not on language changes, which I suspect was intended. The useLang parameter is a somewhat hidden feature used to preview languages, inspired by a similar MediaWiki feature.

Generally, "requesting a language" is not sufficient -- we do need to have a UI localization per current policy. I would, however, favor having that explanation linked in a reasonable location, so visitors can find out why their language is missing, and how to help get it set up.
