Create Recently Viewed Table

Things to-do:

• [x] When an alert is clicked on the dashboard page, the alert should be added to the Recently Viewed table
• [x] The UI of the recently viewed item should be the regulator name and the timestamp of when it is last opened and a delete icon
• [x] The delete icon, when clicked, should remove the alert from the recently viewed table
• [x] The list of alert should contain pagination
