Site: Allow admin to add components using the UI (cf markdown pages) #184

A new "plus" icon on the top toolbar allows addition to main menu. A matching button at the bottom of a component group sub-menu allows similar.

A dialog appears with a selectable component type, along with all the required config fields for that component. Complete the field in order to proceed with creation.
