Begin implementing Group Policies/database access restrictions #345

CRUD functionality: create, read, update, delete items and other objects
User permissions anagement: Admin full CRUD, Manager CRU, User R

Any interactions from the user should only allow Read functionality. e.g. Inbox -> Delete message IDs -> should restrict access to only messages owned by that user!
