Allow building Coat of Arms for player. #150

I would like it if my county could have a Coat of Arms, which I would chose from a list of available ones when creating my county. Or allow me to upload one .... of a correct small size of course.

This is a good idea and will be included in the future patches when we have alliances and let friends all join a kingdom together and stuff.
