I've noticed that eidolon mobs are the only hostile mob spawning in biomes o plenty's rainbow_hills biome which is meant to only have passive mobs like mushroom islands in vanilla. I had this same issue with another mod, savage & ravage which they fixed. So I'm hoping you would be able to do the same thing.
