Config flow could not be loaded

I'm trying to transition away from yaml and have removed the integration and the json file. Restarted HA without a nibe: section. Readded the empty nibe: platform and I can't seem to get past the error in config>integrations>nibe which directly shows Config flow could not be loaded.

The logs say:

You have not setup external urls for home assistant.
