Cannot view public object details without library access(?)

Not urgent.

I have been trying out the various permission levels as part of preparing the revised Media Ingest Guide

• Set object permission to Public (in lib dev-tenant - Title Mezzanines)
• Log in with a funded private key that has not been added to any access groups
• Try to access object via "Find content by ID" box

Expected: view object details, even if library name cannot be retrieved

Actual: Error: Access denied (ilib29dvmbN91uyXRwcMX88CAs8q2zeT)

(confirmed via command line that the non-privileged account can at least retrieve full metadata from the Public object)

Verified this as follows:

• Set object permission to Public
• Logged in with a funded private key that has not been added to any access groups
• Accessed the object via "Find content by ID" box

Was able to view all the Content Info, the files in the files tab and also the Display.
