Merge A2 starter code updates from upstream. #22

This PR introduces a minor API change from the upstream starter code in the particle filter.

I ignored the changes in commit 387946e, as we've already figured out the components of LaserScan objects. It's possible that when we merge future upstream code from the starter repository we'll have to deal with merge conflicts again, but that's a problem for another time.

Actually I'm going to override this PR to create a fast-forward merge instead so that the commit history graph won't be as messy.
