The other option is to use MineTweaker to add recipes for engination blocks, and/or have carp or chisel on hand which are both pretty cheap for some good cosmetics
Cheap, but not free. Crafting decorative blocks at all seems a bit dumb to me. To be honest I always end up spawning in decorative blocks anyway (>.>) and it'd be nice if everyone could do that instead of just me. It's so convenient.
Of course if we decide against summoning decor blocks, I'll stop cheating. Hopefully. I have a cheating problem >.>
I always liked the centralized deco provisionary, because it always forced me to plan trips back and forth, manage rails or gliders and bags or caches somehow. I used so much more of the modpack because the trip was one of the few that was worth making. I realize that doesn't work as well for a "public" modpack, but I hope we can find a solution that doesn't remove that central, social/infrastructure element.
Well, we could use Recurrent Complex or similar to generate an emporium at spawn. Since it would be permanent, that'd also give us a reason to make it look nice and be easy to use.
Though that's very obviously a server-oriented thing; in Singleplayer it'll be a bit weird.

NEI had a way to let you spawn in only certain blocks. This could probably be implemented with a JEI plugin - highlight spawnable blocks with a purple background or something.
Crafting recipes for those blocks should also be removed, and blocks that have non-building uses should get decorative alternatives.
Maybe those blocks should also not deplete? So you spawn one, it doesn't stack, and it doesn't go away unless you delete it. If possible it should also be prevented from being put in chests and dropped, just so you don't end up cluttering your storage with ghost blocks, and to make it easy to delete them by just dropping them.
