Steam infinite dupe glitch #8

If a boiler runs out of water while in pump mode (and possibly standard mode), it will start to generate constant steam infinitely, even without a fuel source. Found while testing new configuration for boiler generation rates.

Reproduce:

  1. Set steamPerBoil to 4,000
  2. Fill a pump boiler partway with water, then cut off water supply
  3. Give boiler fuel
  4. When boiler runs out of water, it will begin generating infinite steam, even after fuel runs out
