Add the Fetching enchantment #2

Basically just the old Fondue InstantPickup module, in enchantment form.

Bows enchanted with Fetching should also be able to pick up existing items off the floor, instead of just affecting killed mobs.

A Tinkers' modifier should also be supplied.
