WG agenda proposal #3

Some initial suggestions for the WG's scope.

The "workings" section is very thin so far, but still better than the placeholder ;-)

(Next steps: merge if ack'd or stale by 2d)

Added "selected" to the BSP crates.

I'd have though about moving in those two I'm maintaining personally as a testbed for the HAL (thunderboard and stk3700), but we might want to be open upfront that there might be times when the WG decides to abandon a BSP crate, eg. when the only person who has such a board has become inactive, or could even pick a single BSP we take as reference (and have all the others maintained outside).
