部分文件权限有问题

Hi there,

从 rsync://elpa.emacs-china.org/elpa/ 同步时遇到如下错误:

rsync: send_files failed to open "/melpa/isearch+-20161130.926.el" (in elpa): Permission denied (13)
IO error encountered -- skipping file deletion

应该是这个文件没有读权限

是有这个问题，我刚刚手动加了读权限。我已经尝试修复了，过一段时间我再确认下是不是已经好了。
