Fix #4 #9

  1. make yas-after-exit-snippet-hook to buffer-local value.
  2. restrict payas/remove-extra-whitespace execution only calling yas/create-php-snippet.

I probably will not be merging this until Sunday (just busy, heh), but I wanted to go ahead and thank you for the patch.

Thanks for your patience. I've merged this today as ba48c7b3848bfde01acb603a34ec510e01a47a3d and pushed out v2.0.0, which has some related patches, mostly touch-ups and additional documentation for developers.
