Improve the GitHub Actions workflows #42

Cleaned up the workflow for updating inputs and improved the test workflow for running tests more aggressively and in a fresh state.

Note that the test currently fails due to an issue in nix-emacs-ci. I have sent a PR to fix the issue https://github.com/purcell/nix-emacs-ci/pull/74. If the PR is not merged, I will have to switch to my branch of nix-emacs-ci.
