Ignore .el file's coding local var suffix #102

Some package source code has utf-8-unix local var. When I built these packages in Windows, it failed to generate -autoloads.el file. How could i Ignore the unix suffix.

I don't understand what's wrong here but it doesn't look like it is Borg's fault. I don't have enough time to help you with all the problems you run into and would appreciate it you could those questions that have little/nothing to do with Borg somewhere else, where there are people beside me who might volunteer to help.
