Use elpa version of peg package #111

This is basically #85, except in this case with peg.

Right now borg/epkg use peg from https://github.com/ellerh/peg.el, which was last updated in 2015. The current version of this package is hosted at GNU elpa here: https://elpa.gnu.org/packages/peg.html , and it has quite a few new commits. Some packages like alphapapa's helm-org-ql in https://github.com/alphapapa/org-ql need the newer elpa version of peg.

If I understood #85 I think you can fix this by mirroring the elpa version, is that possible?
