To reproduce error, it may be sufficient to install package manually. For example, it was also seen at https://github.com/bradyt/dart-mode/pull/60#issuecomment-401586231.

Fixed by 90f1120e59a4fd9369b065c7144feaa953043704, but of note is that this breaks emacs 24.3. Not researched yet, but will leave the travisci tests on 24.3 as a note to research. Closing this issue.
