consider completely removing el-get from req-package #55

@aspiers @aplaice @DarwinAwardWinner Moving discussion here from #53 I propose completely removing el-get from req-package. Instead we'd fix all dependency propblems in use-package-el-get and users would be advised to use it in order to get el-get support.

I'm fine with that; actually I thought you'd already done it ;-)

@aspiers I only removed providers, but kept the use-package keyword capability. Now it appears that people are having a problem with approach that I applied, so I think that the best code is removed code and we should just drop it.
