Assigned percent 1-100

As a Admin I need to limit the percentage input to numbers between 1 and 100 So that I can assign a coupon to a Publisher within a percentage from 1 to 100

Details and Assumptions

• If i assign the number out or range, it returns an error message

• Allow the percentage number to be a fraction

  Acceptance Criteria

  Given percentage input 
  When I assign out or range number
  Then it returns an error
