working directory is wrong for command line #3

What steps will reproduce the problem?
1. trying opening a model on the command line with a relative path while 
not in libnpr

What is the expected output? What do you see instead?

The path created is wrong, it should be relative to the current working dir 
but it is relative to libnpr.
