Add muonprefiring module #115

This PR add the muon prefiring weight producer module. The weight column produced is

muonprefireWeight

The effect on DY is shown below

PreVFP no prefire wt
PreVFP with prefire wt
PostVFP no prefire wt

-PostVFP with prefire wt Mu1_eta

Plots are consistent with what was shown in the PC meeting link

Note = In postVFP, an overall normalization effect is seen. This has to be investigated. We should also expect an update to the weight file with finer eta bins.
