Clarify MSRV in README #20

I've documented it in 17a308be208be250858d9f93708590a64f85a177. I'd like to not document it as "the same as critical-section" because in the future we might want to bump it higher than what c-s needs. I've documented it as "latest stable Rust guaranteed, currently 1.54, we might bump it at any time"
