WIP: Upgrade django to 5.x and rest of dependencies to latest

This PR upgrades Django to latest 5.x along with all other dependencies.

General

[x] Upgrade django to latest 5.x
[x] Upgrade django-rest-framework and graphene to latest
[x] Upgrade all foreign keys with new django on_delete key
[x] Reset migrations because of django API changes. Easier to re-generate than refactor but needs careful data migration.
[x] Simplify settings into a single module
[x] Replace maya with dateutil
[x] Replace requests with httpx
[x] Replace pytz with zoneinfo
[x] Remove sentry in favour of django admins setting
[x] Re-format python code base with ruff.
[x] Sort all python imports with ruff isort
[x] Refactor less into css to avoid extra compilation step
[x] Switch to direnv and .envrc
[x] Refactor core unsorted.py into separate modules
[x] Set up github actions testing CI
[x] Write ansible configuration and Caddyfile for deployment
[x] Set up github actions automated deployment
[ ] Certain requirements have not been enabled or upgraded yet.
[ ] Lots of linting issues from ruff linter
[ ] Write documentation for new development and deployment strategies
[ ] (nice to have) Migrate User model into a AbstractUser inherited one. This will simplify things by eliminating the need for a separate UserProfile model and it will give us more control on authentication. It will be much harder to do this once we have data, so it would be great to do it in the beginning.
[ ] (nice to have) Replace all import * with explicit imports. This will make debugging easier.

Stripe

Stripe lib is on v2, which depends on python 3.6, which is no longer supported. Therefore we need to upgrade to latest stripe lib, which is v9, and has too many changes unfortunately.

[x] Migrate off deprecated checkout.js
[x] Rewrite add and delete card functionalities using new Checkout APIs
[ ] Rewrite charge booking functionality using new PaymentIntent APIs

React frontend

Frontend react app is on Node.js v10, which is problematic because it needs Python v2.7 which is definitely not supported.

[x] Verify client builds with latest Node LTS v20

@MarkEstefanos ah, I was working on a non-docker env. I've updated the dockerfile and compose config, I think it should work now in a new env as well
