Build workflow #1

The workflow checkouts specific commit of pc-ble-driver library, compiles it and then builds pc-ble-driver-py library using just compiled version of pc-ble-driver.

The workflow stores wheels for Python 3.8 and 3.10 and only for Linux platform. Ubuntu 20.04 and Ubuntu 22.04 images are used as build environment.
