Revamp config system #65

Mark config options as incompatible with given mods.
When an incompatible mod is installed, hard crash unless all relevant config options are disabled.

No longer needed - this was originally intended to allow FoamFix interop, which is not needed since the texture scanner now has a fallback to work with 128x texture packs.
