Quality checks documentation #1

Hi @PatriciaBuckley

I just set up the specific page for the quality checks here:

https://github.com/sandbag-climate/eutl-web-scraper/blob/master/docs/QualityChecks.md

As you can see I added a link to a third page where we can document whether the current version of the Web Scrape data passes those tests or not.

I just finished checking the total number of installations + aircraft ops. per country and here is what I got:

I'm going to try to figure out why these 4 installations are missing and which ones are them
