Apply the new styleguide - Ensure good mobile experience #182

For applying the new styleguide, before we ship, we need to evaluate the mobile experience and fix problems uncovered.

This is the branch that has the WIP work:

One known issue is that there are possibly double hamburger menus! This work can be done ASAP. Then later, when we think we are ready to ship, we should do another QC.

nickschot is working on the double hamburger menu! He is implementing a mobile nav similar to what is in the deprecations app.
