add LTS signifier to version dropdown #11

@locks now that https://github.com/empress/guidemaker/pull/13/files is merged (and released as v1.3.0) and https://github.com/ember-learn/guides-source/pull/547 is also merged all you need to do is finish the comments in this PR and we can get this into production 👍
