Make TOC and "on this page" sidebars sticky #182

Having sticky navigation helps the user quickly switch between pages, as well as allows keeping an overview of where the user is at. Currently this requires scrolling to the top of the page, which can be confusion on longer pages.

The "on this page" section has been made sticky. The TOC has not, and been closen intentionally.
