`IS_IN_GROUP` does not grant `CREATE` privileges to the group itself

Being part of a group does currently not grant CREATE-rights to add new elements (nodes and relations) to the group directly.

Tasks:

[ ] Fix bug.
[ ] Fix remaining assertion in the test general.etag.maximum, originally part of #88.
