gets rid of the old FileUtils and combines it with FileAndUrlUtils
removes mobie specific functions
for TableRowsTableView I changed its load columns to be more generic (not relying on mobie specific project setup)

Works for me now on the load_columns branch on imagej-utils, please merge that one.
