Rebuild TaskReport with this plugin's Jackson before getting "last_record" #248

After some investigation in v0.13.1 in #246, concluded that we need to rebuild TaskReport.

It uses https://github.com/embulk/embulk-util-config/pull/39 to rebuild it.
