Add github action configuration for sql server

For Basic Test i could runable on local
Native Test i got the issue java.lang.RuntimeException: libmsodbcsql.so not found, My client driver is /usr/local/lib/libmsodbcsql.17.dylib , i added setting native_driver: "ODBC Driver 17 for SQL Server" but not working (MacOS)
