Pulvinar layer needs to decay at start of plus phase -- otherwise carryover Ge and reduced inhibition drives spurious plus phase activity #238

@etuleu discovered this in the BOA model -- VL layer was learning wrong actions -- this is the cause.

This is in place -- not seeing it in the boa test project.
