fix GPU, NData > 1 bug with boa:

was initializing GBuf in cycle 199 before getting CtxtGe into PTp layers.
moved PlusPhase:End to Trial.OnEnd, don't init GBuf in layer DecayState (done in NewState anyway),
move NetViewCounters to proper place given plus phase move, and add TrialStats logic so stats are right
add test for GBuf index calculations (were all good -- not cause of bug)
