Testing data for R4 test instances #12

Have a process that automates somewhat realistic, random, data within R4. Would allow us to quickly populate a testing instance with a large number of synthetic participants for better testing.

Other suggestion from the SC meeting: Use real data, but scrub it a bunch. May make it more realistic, may be easier to do.
