Huso is always missing in IFN3 which causes NA crs values for all plots #6

This is a problem from the original data. They didn't recorded the Huso variable, indicating that it changes based on the page in the Military Topographic Map. This is problematic for several reasons. We need crs to transform and uniformize coordinates. But also because the original topographic data is missing and retrieving the original Huso is not possible.

For now, all IFN3 plots will have Huso 30 assigned by default until a better approach is implemented.

71291ac24eddfdf1179e4bcca1c3fb9569db666b fixes this with a province by province check and fix for IFN2, 3 and 4 coordinates and Huso.
