Flash connect/disconnect messages #2

a few todo's in webserial.js not sure if we can get these emited as Vue events and picked up by App.vue@onNotification and displayed by the toast

[ ] TODO: flash a message "You need to select a port and click connect"
[ ] TODO: flash a message "Failed to open port?"
[ ] TODO: flash badge disconnected ok? or handle in App.vue?
[ ] port.ondisconnect
