Reviewer 1 (#126) suggested differentiating rules 4 and 5 more clearly. This PR moves the first paragraph of Rule 5 up to the end of Rule 4, and begins Rule 5 with the paragraph on tidy data. I've also added the quote from Vince Buffalo on "write code for humans, write data for computers".
The end result is that Rule 4 deals mostly with data file formats, while Rule 5 deals more with the structure of data.
