Should Rules 10 and 4 be reordered? #96

These two rules are closely related, perhaps the flow of the paper would make more sense if they were adjacent to one another?

Yes this makes sense, especially since the first sentence of rule 10 directly references rule 4.

(could they be combined?)

I agree, I think it should go 4, then 10.
