Add redux and saga components for GET /layers/ api.
Fix api redux success action names (EVENT -> SUCCESS).
Adapt api response to expected MapLayers format.
Clean user layers on logout and refetch them.
Include the style field in the layers adaptation.
Fix code style issues.

Backend:

Add layer model a style JSON field and remove layer_file. Include it on the serilizer.
Make the GET /layers/ api to be open – no authorization classes needed.
